Why do people make fun of others for looking 'ugly'?

Why do a lot of girls luck out with their looks? Not everyone is born attractive and probably will never become that way. I know some may say "Beauty is in the eyes of the beholder", but, honestly, that doesn't always give a boost of confidence. Everyone wants to be accepted. So, why do people continue to bully those who aren't as blessed with beauty?
