Resident evil directors cut help?

i installed and everything, i tried different graphics, reinstalled, but when i started playing the game (res evil DC), and then when the movie was done, as soon as the game starts the people move very fast and they talk a little fast,and then when i play as jill when barry shoots the zombie the gun shots are like boom boom boom (in 1 second),and someone i asked he said the fps rate is insane and that i needed a programme? ( The fps is insane so run some programmes to slow it down) what does that mean? please help! i will give 5 stars to any possible helpful answer thanks!
